THE U.S. ARMY'S CORRECTIONAL PROGRAM IS EXAMINED IN TERMS OF MANAGEMENT, COST-EFFECTIVENESS, AND OBJECTIVE ACHIEVEMENT, WITH EMPHASIS ON COMPLIANCE WITH STANDARDS AND VOCATIONAL TRAINING AT FORT LEAVENWORTH, KANS.
Abstract
ALTHOUGH THE TOTAL ARMY CORRECTIONAL PROGRAM APPEARS TO BE OF HIGH QUALITY AND ADEQUATELY STAFFED AND FUNDED, THREE RECOMMENDATIONS FOR IMPROVEMENT ARE MADE: (1) A JOURNEYMAN/MECHANIC FROM EACH INDUSTRY IN AN INDIVIDUAL VOCATIONAL TRAINING PROGRAM SHOULD BE ADDED TO PROGRAM ADVISORY COMMITTEES, (2) A 2-WEEK MINICOURSE SHOULD BE ESTABLISHED TO PROVIDE EXPOSURE TO INCOMING INMATES ABOUT AVAILABLE VOCATIONAL TRAINING PROGRAMS, AND (3) EACH STUDENT IN A VOCATIONAL TRAINING PROGRAM SHOULD DEVELOP AN EXIT PORTFOLIO BASED ON TRAINING RECEIVED AND WORK PERFORMED. FOUR PROGRAMS SUGGESTED FOR DEVELOPMENT CONCERN FURNITURE TECHNOLOGY, METAL TECHNOLOGY, AUTOMOTIVE TECHNOLOGY, AND THE ELECTRICITY-ELECTRONICS TECHNICIAN PROFESSION. FIVE INDIVIDUAL CORRECTIONAL PROGRAMS AT FORT LEAVENWORTH WERE ASSESSED WITH REGARD TO THE VOCATIONS OF SCREEN PROCESS PRINTING, CABINET MAKING, AUTOMOTIVE MECHANICS, SHEET METAL PRODUCT FABRICATION, AND WELDING. THE COMBINED PROFILE OF THESE PROGRAMS SHOWED THAT INSTRUCTIONAL STAFF WAS ADEQUATE, STUDENT APPLICATION OF TRAINING RANGED FROM GOOD TO EXCELLENT, FOUR PROGRAMS AT THE FORT REFLECTED ASSESSMENT LEVELS RANGING FROM FAIR TO GOOD IN TERMS OF ORGANIZATION, AND THREE PROGRAMS SHOWED MEAN VALUES IN THE FAIR TO GOOD RANGE FOR ADMINISTRATION AND SUPERVISION. FORMS FOR EVALUATING INMATES ENROLLED IN VOCATIONAL TRAINING PROGRAMS ARE INCLUDED. AN APPENDIX CONTAINS AN INMATE EVALUATION FORM AND CRITERIA FOR EVALUATION. (DEP)
