DEVELOPMENT OF A MODEL FOR THE EVALUATION OF URBAN PUBLIC POLICY CONSISTING OF FIVE SEPARATE COMPONENTS AND A TIME VARIABLE.
Abstract
THE NEED FOR EFFECTIVE TECHNIQUES FOR POLICY EVALUATION IS CONSIDERED. FOLLOWING THE DEVELOPMENT OF THE COMPONENT MODEL THE AUTHOR USES IT AND THE RESULTING VARIABLES TO EVALUATE TWO HYPOTHETICAL URBAN PROGRAMS. THE PROBLEMS ENCOUNTERED IN SINGLE-AND MULTI-PROGRAM EVALUATION ATTEMPTS ARE DISCUSSED AND CONCLUSIONS ARE DRAWN CONCERNING THE LIMITATIONS AND UTILITY OF EVALUATION EFFORTS. (AUTHOR ABSTRACT)
