              This manual from the European Monitoring Centre for Drugs and Drug Addiction provides information for prevention professionals on the most effective practices for dealing with drug use and drug-related problems.
          Abstract
              This manual was developed as the result of a 2-year project to publish European standards in drug prevention in the European Union. The standards are intended for use by prevention professionals in their practices, for the development of prevention strategies at the local and national level, to assess and develop organizations to provide prevention services, and as a reference framework in professional development. The manual is divided into two parts: Part I: Introduction examines the current approaches to drug prevention in Europe, discusses how to use the quality standards, and examines the development of the standards. Part 2: The standards, discusses the eight project stages that form the basis of the standards: needs assessment, resource assessment, program formulation, intervention design, management and mobilization of resources, delivery and monitoring, final evaluations, and dissemination and improvement. Each project stage is divided into several components that outline what actions to take in developing the standards. Tables, appendix, and references
