The Treaty of Rome, signed in 1957 by 12 countries over the course of the next 29 years, created the European Community (EC). Europol, the European police force, was established as an outgrowth of the Trevi group, comprised of senior government ministers, civil servants, and police officers who exchange information and develop cooperative practices for policing in the EC.
Abstract
This article presents the context within which Europol is located within the EC and in Trevi, describes its establishment in the 1990's through a combination of Trevi and German initiatives, and outlines the work currently being undertaken by the Project Group Europol, centered in Strasbourg, France. The Maastricht Treaty on European Union provides a solid basis for future European police cooperation in areas including border control, drug law enforcement, and counterterrorism operations. This article assesses the impact Europol has had on the organization of policing systems in Europe and examines criticisms that have been leveled against the purported duplication of efforts in the field of drug- related crime and procedures for accountability of Europol. 19 notes and 41 references
