Abstract
THE STUDY INVOLVED FIELD TESTS OF 5,000 GARMENTS BY PATROL OFFICERS IN 15 CITIES, FOLLOWED BY TESTS OF VARIOUS DESIGN MODIFICATIONS BASED ON FIELD TEST RESULTS. APPENDED MATERIALS INCLUDE THE INSTRUMENTS USED TO OBTAIN FIELD TEST DATA; A MODEL PROCUREMENT DOCUMENT FOR USE BY LAW ENFORCEMENT AGENCIES IN REQUESTING BIDS FOR THE PROVISION OF SOFT BODY ARMOR; A LIST OF THE LAW ENFORCEMENT AGENCIES THAT SENT REPRESENTATIVES TO BRIEFINGS ON THE RESULTS OF THE BODY ARMOR STUDY; AN OUTLINE OF A TEST PLAN FOR COMPARING BODY ARMOR GARMENTS IN TERMS OF COMFORT; AND AN ANALYSIS OF THE THREAT TO LAW ENFORCEMENT OFFICERS POSED BY THE USE OF HIGH-ENERGY HANDGUNS.
