THE AUTHOR EMPHASIZES THE NECESSITY FOR THE POLICE TO PLAY A FULL PART IN CREATING A FAVORABLE ENVIRONMENT IN WHICH LAW AND ORDER CAN FLOURISH, BY BEING REPRESENTED AT ALL LEVELS AS NEW COMMUNITIES ARE PLANNED AND DEVELOPED, AND BY ACTIVELY ENSURING THAT OFFICERS THEN BECOME INTEGRAL AND ACCEPTED PARTS OF THOSE COMMUNITIES.
