Abstract
DEVELOPMENT OF MODERN POLICE HAS NECESSITATED INNOVATIONS IN ORGANIZATION AND IN LEGAL CONTROL OF POLICE. SUCH INNOVATIONS CONTINUE, AND IT IS THESE CONTINUING CHANGES IN POLICE PRACTICE AND ORGANIZATIONAL STRUCTURE, AS ADAPTATIONS TO CHANGES IN THE URBAN COMMUNITY AND TO CHANGES IN LEGAL CONTROL OF BOTH POPULACE AND POLICE, THAT CONSTITUTE THE FOCUS OF THIS SOCIOLOGICAL ESSAY. SEVERAL TOPICS ARE SELECTED TO ILLUSTRATE THE GENERAL APPLICATION OF THE VIEWPOINT. THE FACTS ARE GLEANED FROM GENERAL OBSERVATION, RESEARCH UNDERWAY, AND LITERATURE ON THE POLICE.
