ACTIVITIES OF THE CENTRAL COUNCIL OF PROBATION AND AFTER-CARE COMMITTEE FOR 1978-1979 ARE DISCUSSED; ORGANIZATIONAL CHANGES AND MEMBERSHIP LISTS ARE PRESENTED IN DETAIL.
Abstract
THE ANNUAL GENERAL MEETING OF THE COUNCIL TOOK PLACE IN MAY 1978. AT THIS MEETING, MEMBERS WERE ASKED TO CONSIDER A PROPOSAL THAT THERE SHOULD BE A NATIONAL CENTER FOR THE PROBATION SERVICE; AFTER MUCH DISCUSSION, ASSENT WAS GIVEN. BECAUSE THE NUMBER OF PROBATION OFFICERS IS NOT LIKELY TO INCREASE SIGNIFICANTLY IN THE NEAR FUTURE, THE ROLE OF ANCILLARIES, ESPECIALLY VOLUNTEERS WILL BE EMPHASIZED. IT WAS ALSO FELT THAT NEW WAYS SHOULD BE FOUND TO CONTROL YOUNG ADULT OFFENDERS WITHOUT COMMITTING THEM TO CUSTODY; EVERY EFFORT SHOULD BE MADE TOWARDS INCREASING THE USE OF PROBATIONARY SUPERVISION. CONCERN WAS REPEATEDLY EXPRESSED ABOUT YOUNG PRISONERS SERVING SENTENCES IN LOCAL PRISONS FOLLOWING RECLASSIFICATION AS ADULTS. IT WAS URGED THAT THIS CATEGORY OF PRISONER SHOULD BE HOUSED IN YOUNG PRISONER INSTITUTIONS. IT WAS DETERMINED THAT LACK OF FACILITIES WAS A MAJOR FACTOR INFLUENCING THE OUTCOME OF ASSESSMENT AND RECLASSIFICATION. THE WELFARE NEEDS OF THOSE SERVING LIFE SENTENCES CAME UNDER SCRUTINY INCLUDING THE PROBLEMS OF THE INSTITUTIONS AND PROBATION OFFICERS SERVING THEM. FINALLY, ACTIVITIES OF VARIOUS SUBCOMMITTEES INCLUDING THOSE INVOLVED WITH SUPERVISION AND RECRUITMENT AND TRAINING, WERE DISCUSSED. COMMITTEE MEMBERSHIP LISTS AND TREASURER'S REPORT ARE INCLUDED.
