FINDINGS AND RECOMMENDATIONS REGARDING EMERGENCY MEDICAL AND CRIMINAL JUSTICE COMMUNICATIONS FOR 19 LOCATIONS IN ALASKA ARE PRESENTED.
Abstract
INFORMATION ON EXISTING COMMUNICATIONS, INCLUDING SYSTEMS OPERATED BY MUNICIPALITIES, STATE AGENCIES, AND FEDERAL AGENCIES, IS HIGHLIGHTED, METHODS OF OPERATION ARE DESCRIBED, AND RECOMMENDATIONS ARE MADE. THE 19 SITES EVALUATED INCLUDE BARROW, KOTZEBUE, NOME, BETHEL, DILLINGHAM, ANCHORAGE, HAINES, SITKA, SKAGWAY, KETCHIKAN, FAIRBANKS, JUNEAU, YAKUTAT, CORDOVA, VALDEZ, KODIAK, MAT-SU BOROUGH, AND KENAI PENINSULA. ALTHOUGH A LARGE PERCENTAGE OF ALASKA'S POPULATION IS COVERED BY EMERGENCY TELEPHONE NUMBER 911, MOST LOCALITIES ARE NOT. MOST AMBULANCES UTILIZE THE STATE DESIGNATED FREQUENCY, BUT LOCAL POLICE AND FIRE DEPARTMENTS VARY GREATLY. IN THE CASES OF A FEW SMALLER COMMUNITIES, FREQUENCIES ARE SHARED. IT IS RECOMMENDED THAT A SECOND 911 TRUNK TO THE AUTOMATIC TELEPHONE/RADIO INTERFACE UNIT SYSTEM BE INSTALLED. IN ADDITION, REMOTE CB BASE STATIONS SHOULD BE INSTALLED ALONG THE HIGHWAYS FOR COMPLETE HIGHWAY COVERAGE FOR CITIZENS. THESE BASE STATIONS WOULD BE REMOTELY CONTROLLED BY REGIONAL DISPATCH CENTERS. RECOMMENDATIONS SPECIFIC TO EACH LOCATION ARE DESCRIBED IN DETAIL. TABLES ARE INCLUDED. (LWM)
