THE RELATIONSHIP OF EMPLOYMENT TO THE PAROLE DECISION AND TO PAROLE OUTCOME IS CONSIDERED, FOLLOWED BY SPECIFIC RECOMMENDATIONS FOR CHANGES TO PAROLE CONDITIONS AND ADMINISTRATION.
Abstract
THIS REPORT, PREPARED BY A FIRM WHICH SPECIALIZES IN FINDING EMPLOYMENT FOR PAROLEES AND 'WHITE COLLAR' PAROLEES IN PARTICULAR, FINDS THAT TO LINK EMPLOYMENT PROSPECTS TO PAROLE ELIGIBILITY IS DETRIMENTAL BOTH TO THE PAROLE SYSTEM AND ESPECIALLY THE APPLICANT. IT FURTHER FINDS NO DIRECT EVIDENCE THAT EMPLOYMENT REDUCES RECIDIVISM. THE AUTHORS RECOMMEND THAT ARRANGED EMPLOYMENT OF EMPLOYMENT PROSPECTS SHOULD NOT BE CONSIDERED BY THE PAROLE BOARD AND THAT THE INJUNCTION TO 'LEAD AN INDUSTRIOUS LIFE' SHOULD BE DELETED FROM THE PAROLE LICENCE. PAROLE APPLICANTS SHOULD BE INFORMED OF APPLICATION RESULTS AT LEAST THREE MONTHS BEFORE THEIR ELIGIBILITY DATE, AND UPON GRANTING OF PAROLE SHOULD BE GIVEN EVERY OPPORTUNITY AND RESOURCE IN SEEKING EMPLOYMENT. SUCH OPPORTUNITIES COULD INCLUDE SUCH PRIVILEGES AS EXTRA LETTERS AND DAY PAROLE TO ATTEND INTERVIEWS.
