Abstract
Violations of rules are divided into three categories of offenses, with different hearing requirements and authorized penalties for each category. The policies recognize that not every rule violation represents major misconduct and that in some cases verbal counseling or summary action may be the appropriate initial response to an apparent rule violation. Before punishment is imposed, the inmate generally has the right to a written report and a hearing. Two alternatives to the formal process are to talk to the inmate if a warning is sufficient and to offer the inmate a summary-judgment sanction, in which the inmate waives the right to a formal disciplinary report and hearing. Prisoners have the right to due process in disciplinary proceedings following a rule violation.
