PROGRAM EVALUATION IN CORRECTIONAL ADMINISTRATION WITH PARTICULAR EMPHASIS ON THE MEASURES OF EFFECTIVENESS.
Abstract
PROGRAM EVALUATION IS VIEWED AS BEING INSTRUMENTAL TO BOTH FINANCIAL MANAGEMENT AND DECISION-MAKING. THE EFFECTIVENESS OF A PROGRAM SHOULD NOT DEPEND ON ANY SINGLE CRITERION. A LOW RECIDIVIST RATE, FOR EXAMPLE, MAY NOT BE AN ACCURATE INDICATION OF SUCCESS, IF THE NON-RECIDIVIST MUST RECEIVE HELP FROM SOCIAL AND WELFARE AGENCIES. MEASURES SUCH AS COST, WHILE IMPORTANT, SHOULD NOT DETERMINE STANDARDS FOR TREATMENT. EVALUATION, IT IS ARGUED, SHOULD OCCUR WITHIN THE TOTAL CONTEXT OF THE AGENCY, AND SHOULD BE BASED ON THE FOLLOWING MEASURES EFFORT, PERFORMANCE, ADEQUACY OF PERFORMANCE, EFFICIENCY, AND PROCESS.
