INFORMATION IS PROVIDED TO ASSIST MANAGEMENT IN THE DEVELOPMENT AND REVIEW OF AN EMERGENCY PLANNING PROGRAM FOR A DATA PROCESSING CENTER.
Abstract
THIS GUIDE IS DESIGNED TO HELP MANAGERS OF DATA PROCESSING CENTERS IMPLEMENT EMERGENCY PROCEDURES. THE PRIMARY OBJECTIVE OF EMERGENCY PLANNING IS PERSONNEL SAFETY AND WELFARE; SECONDARY OBJECTIVES INCLUDE MINIMIZING LOSS OF ASSETS, MINIMIZING BUSINESS INTERRUPTION, PROVIDING BACK-UP FACILITIES AND SERVICES, AND PROVIDING TRAINED PERSONNEL TO CONDUCT EMERGENCY AND RECOVERY OPERATIONS. EMERGENCY PROCEDURES NEED TO BE ESTABLISHED FOR EACH TYPE OF DISASTER AND VARIED LEVELS OF INTERRUPTIONS OF SERVICE. AN EMERGENCY PLANNING GROUP SHOULD BE ESTABLISHED AND ASSIGNED THE RESPONSIBILITY FOR DEVELOPING, IMPLEMENTING, AND ENFORCING SECURITY AND EMERGENCY POLICIES AND PROCEDURES. IT SHOULD CONSIST OF PERSONNEL WITH WIDELY DIVERSIFIED PRIMARY AND SECONDARY SKILLS. THE EMERGENCY PLANNING CHECKLIST IS AN AUDIT TOOL WHICH HAS BEEN DEVELOPED TO AID IN THE EVALUATION OF A COMPANY'S CURRENT DISASTER DEFENSE MECHANISMS. THE CHECKLIST PRESENTED AND DISCUSSED IS DERIVED FROM WHAT HAS BEEN LEARNED FROM ACTUAL DATA CENTER DISASTERS. EMERGENCY CONTROL CENTERS SHOULD BE ESTABLISHED AT EACH COMPANY LOCATION AND MANNED BY SPECIALLY TRAINED PERSONNEL DURING EMERGENCY SITUATIONS. THE PURPOSE OF THE CENTER IS TO COORDINATE ALL EMERGENCY RESPONSE ACTIVITY TO MINIMIZE THE AMOUNT OF DAMAGE AND LOSS, WHILE PROVIDING AID AND ASSISTANCE WHEN NECESSARY. THE EQUIPMENT AND MATERIAL NEEDED IN THE EMERGENCY CONTROL CENTER ARE LISTED AND DISCUSSED. MUTUAL AID AGREEMENTS FREQUENTLY EXIST BETWEEN COMPANIES FOR THE PURPOSE OF ASSISTING EACH OTHER BY PROVIDING MATERIALS, EQUIPMENT, SERVICES, AND PERSONNEL AS NEEDED TO DEAL WITH AN EMERGENCY. FACTORS TO BE TAKEN INTO CONSIDERATION WHEN DEVELOPING SUCH AGREEMENTS ARE INDICATED. REFERENCE MATERIAL USEFUL IN THE DEVELOPMENT OF AN EMERGENCY PLAN IS LISTED. (RCB)
