The 10 modules of this instructor guide demonstrate the emergency planning process and development techniques for State and local emergency planners.
Abstract
This planning course, which emphasizes a functional approach to all-hazard emergency planning, is designed to help State and local governments develop an integrated emergency planning program that concentrates on preparedness and response and is integrated with mitigation and recovery planning activities. Participation and commitment of course attendees are facilitated through completion of action plans, as a part of the class activities for nine course modules, followed by participant presentations of an individual comprehensive action plan during the final module. Course modules cover: the need to plan, hazard analysis and capability assessment, the Emergency Operations Plan (EOP) and special planning considerations, human relations, developing community support, EOP coordination and review, promulgating the EOP, exercises and the planning process, and maintenance of the EOP. The guide includes an instructional overview and course orientation.
