THIS MANUAL PROVIDES SOME GUIDELINES FOR PROCESSING PERSONS ARRESTED DURING CIVIL DISTURBANCES.
Abstract
ONE BY-PRODUCT OF CIVIL DISTURBANCES IS THE NEED FOR DETAINING LAW-BREAKERS. THE BASIC MISSION IS TEMPORARY CUSTODY, BUT OPERATIONS MUST BE STREAMLINED TO FACILITATE HANDLING OF CASES BY THE COURTS. ADEQUATE STAFFING AND AND THE USE OF VOLUNTARY ASSISTANCE OF CRIMINAL JUSTICE PERSONNEL, SUCH AS LAWYERS, IS IMPORTANT BUT MUST BE PLANNED IN ADVANCE. THIS PAMPHLET PRESENTS THE PRINCIPLES AND RULES OF CONDUCT FOR CORRECTIONAL PERSONNEL IN AIDING ENFORCEMENT AND JUDICIAL AUTHORITIES. PROCEDURES AND FUNCTIONS ARE DEFINED AND A SAMPLE ORGANIZATION, POLICIES AND LIST OF EQUIPMENT IS INCLUDED. THE IMPORTANCE IS STRESSED THAT THE STAFF AS A WHOLE AND EACH INDIVIDUAL MUST BE MINDFUL AGAINST THOUGHTS OR ACTS OF VENGEANCE WHICH WILL INCREASE THE TASK OF MAINTENANCE CONTRACT OF THOSE BEING DETAINED. RECOMMENDATIONS ARE INCLUDED FOR IMPROVEMENT OF THE LAWS, ACTIVITIES AND PROCEDURES DURING EMERGENCY DETENTION.
