This document establishes the operational and performance functional requirements for the Los Angeles Police Department's Emergency Command Control Communications Systems (ECCCS).
Abstract
The primary objective of the ECCCS system is to provide the police department with the operational tools required to deter and control crime through the timely and efficient response to emergencies and to citizens' calls for service. Functional requirements are specified for the central dispatch center (CDC), area command center, field unit equipment, the emergency control center, and the mobile command center. Performance requirements, such as appropriate response time to calls, are stipulated for the same system units. The interrelationships of each of the system units are described. For example, the central dispatch center provides an automated system that receives calls for service from all sources, including private alarm and emergency telephone systems. The CDC then processes service requests and issues dispatch orders to field personnel through voice and digital communications systems. The CDC also communicates with mobile command centers and area command centers to provide information regarding status and deployment of resources. One table and a glossary are included.
