THE PLAN DEFINES OPERATIONAL PROCEDURES TO BE FOLLOWED BY PHILADELPHIA'S CRIMINAL JUSTICE AGENCIES IF THE NEED FOR EMERGENCY MOBILIZATION OF RESOURCES ARISES DURING ANY MASS ARREST SITUATION.
Abstract
RESPONSIBILITIES OF THE POLICE DEPARTMENT AND OTHER CRIMINAL JUSTICE AGENCIES ARE BRIEFLY STATED; EACH IS REQUIRED TO DEVELOP AN INTERNAL EMERGENCY MOBILIZATION PROCEDURE. PROCEDURES FOR THE ARREST, TRANSPORTATION, DETENTION, ARRAIGNMENT, AND FURTHER PROCESSNG OF PERSONS ARRESTED DURING AN EMERGENCY SITUATION ARE OUTLINED, DETAILING SPECIFIC ACTIONS TO BE TAKEN BY THE POLICE, TRANSPORTATION SERVICES, PHILADELPHIA PRISONS, COURT ADMINISTRATION, PUBLIC DEFENDER, AND FAMILY COURT PERSONNEL. EXCERPTS FROM THE POLICE EMERGENCY MANUAL DESCRIBE PROCEDURES FOR PRISONER PROCESSNG, USE OF EMERGENCY PATROL CARS IN CIVIL DISORDERS, LOCATIONS OF SPECIAL DETENTION FACILITIES, CELL AVAILABILITY OF THE VARIOUS POLICE DIVISIONS, AND NUMBER OF PRISONER VANS AND BUSES AVAILABLE. A HIERARCHY OF CRIMINAL JUSTICE PERSONNEL TO BE NOTIFIED IN CASE OF EMERGENCY AND THEIR TELEPHONE NUMBERS ARE LISTED. A SPECIAL EMERGENCY PLAN FOR THE PHILADELPHIA FAMILY COURT IS OUTLINED, INCLUDING FACILITIES TO BE PROVIDED FOR ANY CHILDREN APPREHENDED, NOTIFICATION OF THEIR PARENTS, AND PROCESSNG OF THE JUVENILE CASES. PROVISIONS ARE MADE FOR THE USE OF PHILADELPHIA PRISON FACILITIES TO HANDLE A PRISONER OVERLOAD RESULTING FROM MASS ARRESTS; THEY DESCRIBE EXACTLY WHERE ARRESTEES ARE TO BE HOUSED, WHEN FED, AND HOW HELD OR RELEASED. ARRANGEMENTS FOR THE PROCUREMENT OF FOOD FROM LOCAL FOOD SERVICES, INCLUDING CONTACTS AND PRICES, ARE ALSO DESCRIBED. (VDA)
