A PLAN, DEVELOPED FOR THE EL PASO COUNTY COURT OF COMMISSIONERS, FOR THE UPGRADING OF THE COUNTY'S SYSTEM OF CORRECTION AND DETENTION TO NATIONAL STANDARDS.
Abstract
THIS REPORT CONSISTS OF AN ANALYSIS OF THE PRESENT SYSTEM, A DISCUSSION OF INMATE CHARACTERISTICS, PROJECTIONS OF FUTURE POPULATION NEEDS, AND RECOMMENDATIONS. ONE SUGGESTED AREA OF CONCENTRATION IS THE LOWERING OF THE JAIL POPULATION THROUGH A REDUCTION OF THE TIME INTERVAL BETWEEN ARREST AND FINAL CASE DISPOSITION AND THE USE OF DIVERSION AND PRETRIAL RELEASE PROGRAMS. OTHER RECOMMENDATIONS DEAL WITH PROGRAMS IN THE JAIL WHICH WILL BRING THE EL PASO COUNTY JAIL UP TO MODERN CORRECTIONAL STANDARDS. THE DESIRED MEANS TO EFFECT THIS GOAL IS TO RAISE THE PROFESSIONAL STANDARDS OF THE JAIL STAFF AND TO ALLOW THE JAIL THROUGH A VARIETY OF PROGRAMS, TO BECOME A MORE EFFECTIVE AGENT FOR REHABILITATION.
