This article briefly reviews the three phases of an Efficiency-Led Management (ELM) system (audit, strategy development and implementation, and assessment).
Abstract
The Efficiency-Led Management (ELM) system provides law enforcement with a guide for exploring current operational functions and serves as a foundation for developing new ideas leading to efficient operations. ELM helps law enforcement leaders to think about operations differently; it is a concept for managing services and operations as a business process model. This article presents an overview of the three phases of the ELM system. First, the auditing phase includes determining the scope of the audit, identifying the audit methodology to be used, mapping the audit process, and conducting the audit. Once the audit is completed, defining the change strategy and recommendation phase begins. The focus is on optimizing agency efficiency. After the strategy-forming sessions, the implementation step begins. The last phase of the ELM system is the assessment phase, which identifies what information or measures need to be tracked for assessment. The ELM process must be continually performed and evaluated. It is a systemic approach to identifying areas that can be enhanced to work more efficiently and economically.
