THE EFFECTS OF A 'LAW-AND-ORDER' MAYOR ON CRIME RATES IN A SOUTHERN STANDARD METROPOLITAN STATISTICAL AREA ARE EXAMINED.
Abstract
A DETAILED DESCRIPTION (BUT NOT THE IDENTITY) OF THE CITY, ITS POLICE DEPARTMENT, AND ITS CRIME PROBLEMS IS PRESENTED. THE MAYOR'S ACTIVITIES DURING HIS CAMPAIGN AND TENURE OF OFFICE ARE RECOUNTED. THE MAYOR'S OFFICIAL STANCE ON CRIME IS CHARACTERIZED AS TOUGH, AND HIS BEHAVIOR IN OFFICE IS DESCRIBED AS CONTROVERSIAL. THE CLOSE RELATIONSHIP BETWEEN THE MAYOR AND THE POLICE DEPARTMENT IS NOTED. NO EVIDENCE THAT THE MAYOR'S ACTIONS HAVE AIDED IN CRIME CONTROL IS FOUND. NEITHER IS THERE A CLEAR CORRELATION BETWEEN THE ANNOUNCED LAW-AND-ORDER POLICIES OF THE MAYOR AND THE CITY'S CONTINUALLY RISING CRIME RATE. SUPPORTING DATA ARE INCLUDED. (LKM)
