TABULATED RESPONSES FROM 150 STATE AND FEDERAL INSTITUTIONS DEALING WITH INMATE EDUCATION LEVELS AND PARTICIPATION, AND TEACHING AND PHYSICAL RESOURCES.
Abstract
THE SURVEY REPORTED HERE WAS INTENDED TO GATHER INFORMATION REGARDING THE DEGREE OF PARTICIPATION OF INMATES IN EDUCATIONAL PROGRAMS IN ADULT CORRECTIONAL FACILITIES, THE TYPES OF PROGRAMS AVAILABLE, AND THE PREVIOUS EDUCATIONAL ATTAINMENTS OF THE INMATES. ALSO INVESTIGATED WERE THE RESOURCES AVAILABLE AT THE INSTITUTIONS FOR THE EDUCATIONAL PROGRAMS, AND THE NUMBER AND TRAINING OF THE TEACHERS. THEY FOUND THAT OVER THREEFOURTHS OF THE INMATES HAD NOT GRADUATED FROM HIGH SCHOOL. IN STATE INSTITUTIONS, ONE THIRD OF THE INMATES PARTICIPATED IN THESE PROGRAMS, AND AN AVERAGE OF 41 PERCENT PARTICIPATED IN FEDERAL INSTITUTIONS. SOME REASONS FOR NONPARTICIPATION WERE CITED AS LACK OF INTEREST, FACILITIES, OR FUNDS. THE AUTHORS LINK THE LACK OF INMATE EDUCATION AT CORRECTIONAL INSTITUTIONS TO HIGH LEVELS OF RECIDIVISM, AND SUGGEST GREATER REMEDIAL AND COMPENSATORY EFFORTS TO REDUCE THIS PROBLEM. THE SURVEY INSTRUMENT AND EXTENSIVE TABLES OF RESULTS ARE INCLUDED.
