USE OF ECONOMICS TO CLARIFY THE VARIOUS DIMENSIONS OF THE HEROIN ADDICTION PROBLEM IN THE DISTRICT OF COLUMBIA, AND AID IN CHOOSING BETWEEN ALTERNATIVE SOLUTIONS.
Abstract
WITH THE YEAR 1969 USED AS THE REFERENCE POINT, THIS PAPER DISCUSSES THE SOCIAL COST OF DRUG ADDICTION, AND ANALYZES THE ESTIMATED DAILY EXPENDITURES ON HEROIN BY ADDICTS, THE NUMBER OF ADDICTS, THE MEANS BY WHICH ADDICTS OBTAIN MONEY, AND THE AMOUNT OF CRIME ATTRIBUTABLE TO ADDICTS. THE PRESENT VALUE OF SOCIAL BENEFITS DERIVED FROM DRUG ADDICTION TREATMENT PROGRAMS IS COMPARED WITH THE COSTS TO SOCIETY OF SUCH PROGRAMS.
