FINAL REPORT ON A PROJECT DESIGNED TO EXAMINE THE PATROL FUNCTION OF THE EAU CLAIRE POLICE DEPARTMENT AND TO UPGRADE THE BASIC FUNCTIONS INVOLVED IN ALL PATROL ACTIVITIES.
Abstract
THE PROJECT FIRST ESTABLISHED A DEFINTION OF PATROL: THE ONGOING MONITORING ACTIVITIES WHICH ARE ACCOMPLISHED BY A SPECIALLY MARKED POLICE CAR WITH A UNIFORMED POLICE OFFICER RESPONDING TO, INITIATING, AND RECORDING EVENTS, CRIMES, AND SERVICES WITHIN THE CITY. FOUR MAIN PROJECT GOALS WERE ADDRESSED: TO SCIENTIFICALLY PLAN PATROL RESOURCE DEPLOYMENT, TO SCIENTIFICALLY DEPLOY NON-PATROL PERSONNEL, TO ENHANCE BASIC PATROL DUTY, AND TO EFFECTIVELY SUPERVISE AND MONITOR PATROL ACTIVITY. THE EFFORTS UNDERTAKEN TO MEET EACH OF THESE OBJECTIVES ARE DESCRIBED. THESE INCLUDE DEVELOPMENT OF A NEW MANPOWER ALLOCATION STRATEGY AND EFFORTS TO INVOLVE PATROL OFFICERS AND GAIN THEIR INPUT ON SOME DEPARTMENT OPERATIONS....DMC
