THE ESTIMATE OF ADVERSARY SEQUENCE INTERRUPTION (EASI) HAS BEEN DEVELOPED TO EVALUATE PHYSICAL SECURITY SYSTEM PERFORMANCE AT NUCLEAR FACILITIES UNDER CONDITIONS OF THREAT AND SYSTEM OPERATION.
Abstract
THE NUCLEAR REGULATORY COMMISSION (NRC) HAS DIRECTED EFFORTS TOWARD ESTABLISHING TOTAL SYSTEM PERFORMANCE CRITERIA CONSISTENT WITH DEFINED SAFEGUARDS OBJECTIVES. THE EASI TECHNIQUE IS A PRELIMINARY RESULT OF THE EFFORT TO DEVELOP COMPREHENSIVE EVALUATION METHODS FOR NUCLEAR FACILITY SECURITY SYSTEMS. THE METHOD CONSISTS OF A PROBABILISTIC ANALYSIS OF THE INTERACTIONS OF BASIC SECURITY FUNCTIONS, SUCH AS DETECTION, ASSESSMENT, COMMUNICATIONS, DELAY, AND RESPONSE TIME. THE RESULTS OF THE ANALYSIS ARE EXPRESSED IN TERMS OF THE PROBABILITY THAT THE PHYSICAL PROTECTION SYSTEM CAN RESPOND IN TIME TO INTERRUPT SPECIFIC ADVERSARY ACTION SEQUENCES. THE BASIS OF THE EASI METHOD IS THAT ATTACKS ON NUCLEAR FACILITIES CAN ONLY BE AVERTED AFTER THE PROMPT NOTIFICATION AND RESPONSE OF THE GUARD FORCE. THE GUARD FORCE IS PRESUMED TO BE ADEQUATE FOR THE DELAY OF THE ADVERSARIES UNTIL ADDITIONAL FORCES ARRIVE. RESPONSE-FORCE NOTIFICATION INVOLVES THE PROPER USE OF ALARM SYSTEMS AS PART OF THE EASI EQUATIONS. APPLICATION OF THE EASI METHOD ENTAILS DEVELOPMENT OF THE SITE DESIGN IN SUFFICIENT DETAIL TO IDENTIFY ADVERSARY TARGETS AS A FUNCTION OF THE HYPOTHESIZED GOALS AND MOTIVATIONS OF THE ADVERSARY. COMBINING EASI WITH COMPUTER GRAPHICS IS A POWERFUL DESIGN TOOL. THE ADVERSARY-SEQUENCE AND TIME-SEQUENCE PATH ARE DIAGRAMMED. REFERENCES ARE PROVIDED. (TWK)
