THIS INSTRUCTOR'S MANUAL CONTAINS COURSE MATERIAL IN OUTLINE FORM FOR TRAINING ALCOHOL ENFORCEMENT OFFICERS IN JOB RELATED WORKING KNOWLEDGE AND SKILLS.
Abstract
OVER ONE-HALF OF THE COURSE TIME IS DEVOTED TO STUDENT ORIENTED PRACTICE AND LABORATORY SESSIONS ON DETECTION, APPREHENSION, AND TESTIFYING IN COURT. ONE-THIRD OF THE COURSE PERTAINS TO THE DETECTION OF DRINKING DRIVER CLUES. SUBJECT MATTER ON THE TECHNICAL, STATISTICAL, AND LEGAL MATTERS RELATED TO CONTROL OF THE DRINKING DRIVER IS INCLUDED TO ASSURE UNDERSTANDING OF THE BASIC PRINCIPLES, EMPIRICAL EVIDENCE, LAWS AND REGULATIONS, AND OF THE ROLE OF THE OFFICER'S ENFORCEMENT ACTIVITIES IN THE TOTAL ALCOHOL COUNTERMEASURES PROGRAM. THIS COURSE CONSISTS OF 36 LESSONS THAT ENCOMPASS 164 TOPICS INCLUDING ORIENTATION, REVIEW AND EVALUATION SESSIONS. THE LESSON CONTENT IS IN SYLLABUS FORM AND INCLUDES INSTRUCTOR REFERENCES, EQUIPMENT NEEDED, INSTRUCTIONAL MATERIALS FOR LESSONS, AND USE OF EVALUATION AIDS. OBJECTIVES OF THE COURSE ARE TO DEVELOP THE ABILITY TO DETECT AND PROPERLY APPREHEND DRIVERS WHO ARE DWI; TO DEVELOP AN UNDERSTANDING OF THE RELATIONSHIP OF DRINKING AND DRIVING TO ACCIDENTS, THE EFFECTS OF ALCOHOL ON BEHAVIOR, AND THE LAWS RELATING TO DRINKING DRIVER OFFENSES; AND TO DEVELOP AN APPRECIATION OF THE NEED FOR SUFFICIENT ENFORCEMENT ACTION AGAINST THE DRINKING DRIVER. OTHER OBJECTIVES ARE TO DEVELOP SKILLS IN ELIMINATING HAZARDS CREATED BY DRINKING DRIVERS; TO PROVIDE AN UNDERSTANDING OF THE PROCEDURES FOR PROCESSING THE SUSPECT, GATHERING AND RECORDING EVIDENCE, AND MAINTAINING THE CHAIN OF EVIDENCE; AND TO DEVELOP BASIC SKILLS FOR TESTIFYING IN COURT ABOUT OBSERVATIONS OF SUSPECT DURING DETECTION, APPREHENSION, ARREST, AND FIELD TEST ACTIVITIES.
