THIS BOOKLET PROVIDES AN OVERVIEW OF THE PROBLEMS OF THE HOMELESS ALCOHOLIC, AND DESCRIBES THE GOVERNMENT'S LACK OF RESPONSE TO THE RECOMMENDATIONS MADE IN THE 1971 HABITUAL DRUNKEN OFFENDER REPORT.
Abstract
AMONG THE MAJOR RECOMMENDATIONS OF THE REPORT WERE SUGGESTIONS FOR THE DEVELOPMENT OF ALTERNATIVE THERAPEUTIC TREATMENT FOR HABITUAL DRUNKEN OFFENDERS, THE ESTABLISHMENT OF PILOT DETOXIFICATION CENTERS, AND THE ESTABLISHMENT OF NON-RESIDENTIAL CONTACT SERVICES. IT IS STATED THAT THESE RECOMMENDATIONS HAVE NOT BEEN REALIZED DUE TO THE DEPARTMENT OF HEALTH AND SOCIAL SERVICES' LACK OF REAL AUTHORITY TO IMPLEMENT CHANGES, RESISTANCE FROM LOCAL HOSPITALS, AND COMMUNITY RESISTANCE.
