The plan for evaluating the Prince George's County (MD) Driving While Intoxicated (DWI) facility examined both organizational and impact issues.
Abstract
The organizational issues included decision points which result in a DWI placement (usually involving the courts), the prevalence of DWI offenses in the county, the effectiveness of current organizational and staffing patterns, in-house DWI activities (including intake processing, medical examinations, orientation, finance interview, evaluations, treatment contracts, counseling sessions, alcoholism education classes, work release, family counseling, and aftercare treatment plans), and self-sustaining expectations. The major impact issue was evaluation of the Facility's success in meeting its 5-fold mission of providing the courts with a sentencing alternative to provide an in-depth diagnosis for each participant, to instill a positive impact on the participants, to function as a beginning phase of treatment during aftercare programs, and to provide an alternative place for confinement to reduce prison overcrowding. The findings indicate that definite progress has been achieved in all areas save positive impact, where there seems to be no significant difference between the Facility and a matched group which did not participate in the program. 4 appendixes.
