Abstract
THIS BOOK CONSISTS OF A SERIES OF PAPERS THAT WERE ORIGINALLY PREPARED ABOUT 1975 BY EXPERT AUTHORS. THE CHAPTER ON NARCOTIC CLINICS IN THE U.S. TRACES THEIR HISTORICAL DEVELOPMENT, BEGINNING IN 1919 TO 1923, DISCUSSES VARIOUS HOSPITAL AND NONHOSPITAL TREATMENT APPROACHES, AND CONCLUDES WITH A DISCUSSION OF METHADONE MAINTENANCE CLINICS IN THE 1970'S. THE DIVERSION OF METHADONE IS CONSIDERED A SERIOUS PROBLEM. A CHAPTER EXAMINES THE POLITICAL OPPOSITION TO A HEROIN MAINTENANCE PROGRAM IN NEW YORK CITY AND ANALYZES THE POLITICAL AND SOCIAL PRESSURES AFFECTING DRUG POLICY DECISIONS. ANOTHER CHAPTER DISCUSSES CORRUPTION AND ORGANIZATIONAL AMBIGUITY IN DRUG LAW ENFORCEMENT (SEE NCJ-39858). TWO PAPERS ON TREATMENT COVER NARCOTICS USE AND TREATMENT IN TORONTO, CANADA, AND FACTORS BEHIND TREATMENT SUCCESS FOR NONOPIATE USERS.
