The United States House Select Committee on Narcotics Abuse and Control heard testimony on legislation before Congress to address the drug crisis in our Nation's cities.
Abstract
Hearings were held before the United States House Select Committee on Narcotics Abuse and Control on the impact of drugs on our Nation's cities and the Federal response to this crisis. The focus of the hearings was not only on anti- drug programs but on the urban problems that have helped to create the crisis. Specifically, proposals to create enterprise zones and a program known as Weed and Seed were examined. The latter is a two-part strategy to control violent crime by weeding gang leaders, violent criminals and drug dealers from neighborhoods and seeding those neighborhoods with public and private services such as job training, health care, education assistance and housing and community development assistance. Testifying before the committee were Jack Kemp, Secretary of Housing and Urban Affairs, William Althaus, Mayor of York, Pennsylvania and President of the U.S. Conference of Mayors, Maryann Mahaffey, President of the Detroit City Council and chair of the Human Development Policy Committee, National League of Cities, Norman Rice, Mayor of Seattle, Washington and Sandra Freedman, Mayor of Tampa, Florida.
