The journal discusses provisions of the Controlled Substances Act and describes and depicts forms of narcotics, depressants, stimulants, hallucinogens, and cannabis.
Abstract
It summarizes the Act's mechanisms for reducing the availability of controlled substances, the procedures for bringing a substance under control, criteria for determining control requirements, and obligations incurred by international treaty arrangements. Of interest are the nine major control mechanisms under the Act (i.e., registration of handlers, recordkeeping, distribution and dispensing restrictions, conditions of drug storage, penalties, etc.). A table illustrates Federal trafficking penalties and regulatory requirements for various substances. Discussion focuses on the physical appearance and symptoms of narcotics (opium, opium derivatives, synthetic substitutes), touching on legal restrictions against the drugs. Similar information is given for depressants, stimulants, and hallucinogenic drugs. Cannabis in its various forms -- as plants, leaves, and seeds and as hashish -- are shown and described. Other photographs depict the paraphernalia used to ingest cannabis and a clandestine laboratory processing LSD. A table lists the uses and effects of all these controlled substances. A glossary of slang terms for drugs and about 35 references are supplied. Also listed are State drug abuse prevention and treatment coordinators.
