These hearings discussed the Executive Order mandating drug testing for more than a million Federal employees and considered legislation that would restrict Federal employee drug testing to the cases in which a reasonable belief exists that a specific employee's performance is impaired because of the suspected use of a controlled substance.
Abstract
Speakers included members of the House of Representatives and representatives of the American Civil Liberties Union, the Office of Technology Assessment, the Epilepsy Foundation of America, the General Accounting Office, the Congressional Budget Office, and the Federal Executive and Professional Association. They focused on the accuracy of the tests, their expense, their relationship to constitutional protections of privacy, and the extent of drug abuse in the Federal workforce. They also suggested other approaches for dealing with drug abuse, including employee assistance programs, supervisory training, and procedures for employees to seek counseling and rehabilitation services voluntarily.
