These hearings examined the current status of the Administration's efforts to implement Executive Order 12564 mandating the establishment of agency programs to drug test Federal employees and the development of employee assistance programs.
Abstract
The discussions focused on the drug-testing regulations issued by the Office of Personnel Management in November 1986 and the scientific and technical guidelines issued by the Department of Health and Human Services in February 1987. They also examined the technical aspects of the drug-testing program, with emphasis on the consistency and reliability of drug tests and the fairness and cost effectiveness of the program. Speakers included representatives of the Office of Personnel Management, the National Institute on Drug Abuse, Federal employee organizations, and scientific organizations, as well as two members of the House of Representatives. Written testimony and a technical report concerning the military drug and alcohol abuse programs.
