The 14 speakers included elected officials at the State and local levels; Federal, State, and local law enforcement officials; corrections officials; school officials; and representatives of community organizations. Topics covered in the testimony included the extent of drug trafficking from South America; the extent of heroin addiction in the Brownsville, Tex., area; and drug treatment and prevention activities in the region.
