The booklet reports on a study based on an April 1982 article entitled 'The Law and Driving Without a Driver's License.' This article ws based on data collected in the first quarter of 1980 in Utrecht, the Netherlands, on cases involving people driving without a driver's license.
Abstract
Extrapolation of these figures to the Netherlands as a whole indicates that there would be 30,000 days spent in jail on this charge, calling for 81 beds in houses of detention, i.e., 3 percent of the total capacity. Closer examination of the figures reveals a hardcore of recidivists who account for a large portion of the cases. The question is posed as to whether some approach other than that of criminal law might not be more effective with this hardcore. The present study was conducted to gain a better idea of the situation and to outline possible solutions. Tables and footnotes are given.
