This manual presents background information, policy statements, forms, and procedures developed in San Francisco to improve the criminal justice system's response to domestic violence, to provide services to victims, and to educate the public about the problem.
Abstract
An overview explains that, prior to 1980, the criminal justice system in San Francisco regarded domestic violence as mainly a private matter and avoided making arrests. The Family Violence Project focused on changing police department policies and procedures, developing training for police personnel, and establishing data collection systems. It also developed procedures for prosecution of felony and misdemeanor family violence cases and guidelines for diversion and probation. This manual includes the texts of these guidelines and forms, statistics from research efforts, a discussion of community involvement efforts, and media articles on the Family Violence Project and the criminal justice system.
