This paper explores the issue of "Domestic MIAs" and the system's response to them.
Abstract
The paper proposes to expand the dead to include those surviving victims and families of deceased victims whose cases were not followed-up or prosecuted. Attention is given to the need for reordering law enforcement's priorities and procedures regarding these types of cases. Finally, it is argued that a reconsideration of priorities can have a positive impact on the future of law enforcement, victims, and society as a whole. (Author abstract)
