DISCUSSIONS WITH CHIEFS OF POLICE INDICATE THAT A CONSENSUS EXISTS ON THE NEED FOR A COLLEGE FOR TOP POLICE ADMINISTRATORS' ENRICHMENT AND PROFESSONAL DEVELOPMENT.
Abstract
BRAMSHILL IS A BRITISH NATIONAL COLLEGE FOR THE TRAINING OF HIGHER LEVEL OFFICERS OF THE POLICE FORCES. THERE ARE FOUR COURSE LEVELS, ONE OF WHICH IS FOR OVERSEAS COMMAND PERSONNEL. THE OTHER THREE ARE DESIGNED FOR ASCENDING LEVELS OF POLICE RANK. STUDY TOPICS INCLUDE CRIMINAL LAW, MANAGEMENT SCIENCE, AND ADMINISTRATION, AS WELL AS PROFESSIONAL ISSUES OF OPERATIONAL POLICE PROBLEMS. AN INTERDISCIPLINARY APPROACH TOWARD POLICE AND SOCIETY IS STRESSED. STUDENTS ARE CAREFULLY SELECTED FROM THE MOST PROMISING APPLICANTS. THE SPECIAL INTRODUCTORY COURSE LASTS 1 YEAR, AND THE INTERMEDIATE AND SENIOR COMMAND COURSES LAST 6 MONTHS. A FACULTY EXCHANGE EXISTS BETWEEN BRAMSHILL AND THE CITY UNIVERSITY OF NEW YORK. OTHER PRESTIGIOUS GUEST LECTURERS ENHANCE THE PROGRAM, AND BRAMSHILL GENERALLY EXHIBITS A CAMPUS ATMOSPHERE WITH HISTORIC BUILDINGS AND A RESIDENT STUDENT BODY AND FACULTY. CONDITIONS IN THE U.S. ARE DIFFERENT BECAUSE OF THE FRAGMENTATION OF THE LAW ENFORCEMENT SYSTEM. HERE, UNIVERSITY EDUCATION IN THE DISCIPLINES OF POLICE SCIENCE, POLICE ADMINISTRATION AND CRIMINAL JUSTICE ARE AVAILABLE; THIS IS NOT THE CASE IN BRITAIN. NEVERTHELESS, U.S. POLICE CHIEFS INTERVIEWED FELT THAT ADVANCED EXECUTIVE TRAINING PROGRAMS SHOULD BE DEVELOPED FOR POLICE ADMINISTRATORS AT SPECIALIZED INSTITUTIONS REGIONALLY AND NATIONALLY. BEHAVIORAL SCIENCE, BUDGETING, AND MANAGEMENT COURSES SHOULD BE OFFERED, GUEST LECTURER INVITED, AND PROGRAMS RUN THROUGHOUT THE YEAR. INDIVIDUAL SESSIONS SHOULD BE SHORT, AND NEW CURRICULUMS INTRODUCED PERIODICALLY. FUNDING SHOULD COME FROM THE STATES AND THE FEDERAL GOVERNMENT. NOTES ARE INCLUDED. (MRK)
