THE AUTHOR'S STUDY OF THE BALTIMORE, PHILADELPHIA AND BUFFALO POLICE DEPARTMENTS SHOWS POLICE UNIONISM TO EFFECT THREE MAJOR CHANGES IN DEPARTMENT OPERATION.
Abstract
A STRONGER 'MANAGEMENT-LABOR' RELATIONSHIP WITHIN DEPARTMENTS HAS RESULTED IN LESS DEPARTMENTAL SOLIDARITY AND WEAKENING OF TRADITIONAL AUTHORITARIAN STRUCTURE. A THIRD RESULT OF UNIONISM WAS FOUND TO BE INCREASED EMPHASIS ON POLICE PROFESSIONALISM AND A SUBSEQUENT INCREASE IN THE DEPARTMENTS' ISOLATION FROM THEIR RESPECTIVE COMMUNITIES.
