EXPANSION OF SERVICES, CAPABILITIES, AND EFFECTIVENESS OF THE CITY'S NARCOTICS TREATMENT ADMINISTRATION (NTA) UNDER A 1971 LEAA GRANT.
Abstract
THE ORIGINAL COMPONENTS OF THIS PROGRAM INCLUDED ADMINISTRATION, EVALUATION, A TELEPHONE INFORMATION AND REFERRAL SERVICE, COURT INTAKE AND TRACKING, A DETOXIFICATION - ABSTINENCE CLINIC, PHASE II-III STABILIZATION CLINIC SUPPORT, CONTRACT TREATMENT SERVICES, CURRENT PROGRAM ADD-ON, AND INDIRECT COSTS. AT THE REQUEST OF NTA, THE EVALUATION COMPONENT WAS CANCELLED AND THE FUNDS WERE USED FOR THE CLEARINGHOUSE FOR NATIONAL IDENTIFICATION (UNIQUE IDENTIFIER) PROJECT. THIS PROJECT PROVED THE FEASIBILITY OF USING A FOOTPRINT AS A UNIQUE INDENTIFIER FOR VALIDATING THE ADMISSION OF CLIENTS FOR TREATMENT AND REHABILITATION. THE COURT INTAKE AND TRACKING UNIT PROVIDED IN-COURT URINE TESTING AND TRACKING OF CRIMINAL JUSTICE CLIENTS. THE CONTRACT COMPONENT OF THE GRANT, ORIGINALLY INTENDED TO COVER NEW TREATMENT PROGRAMS WITHIN THE DISTRICT OF COLUMBIA, WAS REPROGRAMMED TO CONTINUE SUCCESSFUL AFTER-CARE TREATMENT SERVICE PROGRAMS ALREADY IN OPERATION.
