EVALUATION OF AND RECOMMENDATIONS ABOUT ALTERNATIVES TO INCARCERATION FOR ADULT OFFENDERS UNDERTAKEN TO ACCOMMODATE EXPECTED INCREASED CORRECTIONAL POPULATIONS RESULTING FROM INTENSIVE CITY CRIME REDUCTION EFFORTS.
Abstract
THIS REPORT CONSIDERS PRETRIAL, POST-TRIAL, AND INCARCERATION PERIOD ALTERNATIVES. WHERE POSSIBLE, THE DISCUSSION OF ALTERNATIVES INCLUDES AN ANALYSIS OF COST INFORMATION AND, TO A LIMITED EXTENT, THE EXPERIENCE OF OTHER JURISDICTIONS WITH THE SAME OR SIMILAR ALTERNATIVES. IN ADDITION, THE REPORT SUMMARIZES VIOLATION OR REARREST INFORMATION RELATING TO DISTRICT OF COLUMBIA CASES FOR AS MANY OF THE ALTERNATIVES AS DATA IS AVAILABLE. THE COMMITTEE'S RECOMMENDATIONS (22) WITH REGARD TO THE USE OF VARIOUS ALTERNATIVES STUDIED ARE MADE AS APPROPRIATE. ADVISED ARE A REVIEW AND POSSIBLE EXPANSION OF THE CITATION PROGRAM, CONSIDERATION OF THE USE OF ORGANIZATIONAL THIRD PARTY RELEASE AS A MEANS OF PRETRIAL DIVERSION FOR PERSONS ARRESTED FOR NARCOTICS POSSESSION, INVESTIGATION INTO THE ADVANTAGES AND DISADVANTAGES OF DECRIMINALIZAING CERTAIN VICTIMLESS CRIMES, AND MAINTENANCE OF PAROLE CASELOADS AT LEVELS AFFORDING MAXIMUM INTERACTION BETWEEN PAROLEES AND PAROLE OFFICERS.
