A DESCRIPTION OF THE INMATE POPULATION ACCORDING TO DISTRIBUTION AND TRENDS, POPULATION PROJECTIONS, AND INMATE CHARACTERISTICS COMPARES STATISTICS FOR THE QUARTER, OCTOBER-DECEMBER 1976, TO PREVIOUS YEARS.
Abstract
THE DEPARTMENTAL POPULATION CONTINUES TO RISE, BUT AT A DECLINING RATE. ALL INSTITUTIONAL POPULATIONS, EXCEPT THAT OF THE MINIMUM SECURITY FACILITY, ARE RISING OR STABLE; BUT THE COMMUNITY SERVCES POPULATION IS DECLINING. AS A RESULT, THE RATE OF INCREASE OF INCARCERATES HAS RISEN PROPORTIONALLY BY 61.5 PERCENT. PROJECTIONS NECESSARILY SHOW CONTINUED INCREASES IN ADULT FACILITIES, SENTENCED INCARCERATED AND DETENTION SERVICE, AND CONTINUED DECREASE IN PAROLE. THERE IS REASON TO BELIEVE THAT A TURNING POINT HAS BEEN REACHED FOR THE INCARCERATED POPULATION, AND IT IS EXPECTED TO STABILIZE. THE INMATE CHARACTERISTICS SECTION DESCRIBES A MORE SERIOUSLY 'CRIMINAL,' SLIGHTLY OLDER POPULATION WITH A DECLINING INVOLVEMENT IN MARRIAGE, EMPLOYMENT, AND RELIGION.
