Abstract
THE FIRST PART OF THE DOCUMENT PRESENTS THE ANALYSIS OF DISMISSAL RATES IN DRUG CASES. THE STUDY IDENTIFIES THE EXTENT TO WHICH SUCH DISMISSALS RESULT FROM POOR POLICE PRACTICES OR FROM POLICIES AND PRACTICES BEYOND POLICE CONTROL. PERFORMANCE BY VARIOUS INDIVIDUAL POLICE UNITS IS REVIEWED AND CONCLUSIONS AND RECOMMENDATIONS ARE PRESENTED. APPENDED TO THE REPORT ARE DETAILED TABLES DESCRIBING THE DISPOSITION OF ALL NARCOTIC CASES PROCEEDING THROUGH THE CRIMINAL COURTS IN NEW YORK CITY DURING THE PERIOD FROM AUGUST 1, 1969 THROUGH JULY 31, 1970.
