A NUMBER OF FRAUDULENT CHARITABLE SCHEMES UNCOVERED BY VARIOUS STATE INVESTIGATIONS ARE BRIEFLY DESCRIBED. WAYS TO USE BOTH PUBLICITY AND LEGAL SANCTIONS TO STOP SUCH OPERATIONS ARE SUGGESTED.
Abstract
THIS SUMMARY OF A PANEL DISCUSSION COVERS 'COATTAILING,' AN ORGANIZATION THAT SOLICITS FROM THE PUBLIC BY USING A NAME SIMILAR TO THAT OF A NATIONALLY KNOWN ORGANIZATION; VANITY SCHEMES INVOLVING LISTINGS IN BOOKS OR DIRECTORIES WHICH ARE NEVER PUBLISHED; MINORITY BUSINESS DIRECTORIES AND MAGAZINES WHICH ARE OFTEN NEVER PUBLISHED; CANDY-SELLING SCHEMES WHICH USE YOUNGSTERS AND INTIMATE THAT THE PROCEEDS ARE FOR CHARITY; THE SCHEME OF A COMPANY WHICH PROMOTES A BAND COMPETITION IN VIENNA, AUSTRIA, AND ENCOURAGES HIGH SCHOOL MUSICIANS TO LAY OUT LARGE SUMS FOR THE OVERPRICED CHARTER WHICH DOES NOT INCLUDE SERVICES EXPECTED; AND FRAUDULENT HANDICAPPED VETERANS SCHEMES. IT IS SUGGESTED THAT ATTORNEYS GENERAL SHOULD NOT ALLOW AN ORGANIZATION TO BE REGISTERED UNLESS THE NAME FAIRLY REFLECTS THE ACTIVITIES OF THE GROUP AND THAT WIDE USE BE MADE OF PUBLICITY TO ALERT THE PUBLIC TO SUCH SCHEMES. A FINAL SECTION DESCRIBES AN ORGANIZATION THAT PURPORTED TO GIVE MONEY TO THE WIDOWS OF POLICEMEN WHO HAVE DIED IN THE LINE OF DUTY. IT IS BEING PROSECUTED IN THE STATE OF FLORIDA. (GLR)
