STUDY OF POLICE STRIKES AS STRESSFUL SOCIAL EVENTS, EACH OF WHICH OCCUPIES UNIQUE TEMPORAL AND SPATIAL SPACE AND UNDERGOING CHANGE AS NEW OPTIONS, TACTICS, OR CONTINGENCIES ARISE.
Abstract
THIS CONCEPT IS REFERRED TO AS THE 'NATURAL HISTORY' OF POLICE STRIKES. DATA WERE COLLECTED FROM A SURVEY OF LITERATURE WRITTEN ABOUT POLICE AND POLICE STRIKES AS WELL AS A LITERATURE SEARCH ON THE GENERAL TOPICS OF EMPLOYEE UNIONISM AND STRIKES. ADDITIONAL DATA WERE GATHERED THROUGH INTERVIEWS WITH POLICE OFFICIALS IN CITIES RECENTLY EXPERIENCING POLICE STRIKES. THE ANALYSIS REVEALED THAT THE STRIKE CONSISTS OF FOUR STAGES - THE DECISION TO STRIKE, THE BREAKDOWN OF FORMAL AND INFORMAL SOCIAL CONTROL, THE REPLACEMENT OF THE STRIKING POLICE, AND RESOLUTION. A MODEL OF THE POLICE STRIKE IS DEVELOPED THAT TEMPORARILY ORDERS THE VARIABLES THAT MAY BE OPERATIVE DURING THE VARIOUS STAGES.
