DIRECTED PATROL, A PROJECT OF THE KANSAS CITY POLICE DEPARTMENT (MISSOURI), IS EVALUATED TO ENABLE PATROL ADMINISTRATORS TO DECIDE THE FUTURE OF PATROL ACTIVITIES.
Abstract
DIRECTED PATROL (DP) AIMS TO USE UNCOMMITTED PATROL TIME FOR PREPLANNED STRATEGIES AND ACTIVITIES AGAINST CRIME. ALL FIVE KANSAS CITY PATROL DIVISIONS HAD A LARGE AMOUNT OF UNCOMMITTED PATROL TIME AVAILABLE FOR THESE NEW ACTIVITIES, WHICH REQUIRED A PATROL WORKLOAD FORECASTING MODEL FOR IMPLEMENTATION. AN IMPORTANT DP PROJECT, ASSIGNING PRIORITIES TO CALLS FOR POLICE ASSISTANCE, HAS BEEN ACCOMPLISHED CITYWIDE, AND MUCH STATISTICAL INFORMATION ON TYPES OF CALLS RECEIVED HAS BEEN GATHERED. SERGEANTS AT EAST PATROL DIVISION HAVE SUCCESSFULLY USED UNCOMMITTED PATROL TIME FOR DP ACTIVITIES WHICH AMOUNT TO 10 PERCENT OF THEIR PATROLLING. EAST PATROL SPENT 59 PERCENT OF ITS DP WORK ON SATURATION PATROL, 23 PERCENT ON INVESTIGATIVE FOLLOWUP, 8 PERCENT ON TACTICAL DEPLOYMENT, AND 3 PERCENT ON COMMUNITY CRIME PREVENTION. HOWEVER, INCREASING DP ACTIVITY WILL REQUIRE REDIRECTING PATROL RESOURCES. CRIME INTELLIGENCE PREPARED BY A CENTRALIZED CRIME ANALYSIS UNIT WAS NOT EXTENSIVELY UTILIZED BY PATROL SERGEANTS PLANNING DP WORK BUT WAS USEFUL FOR LARGER PLANNING. SPECIAL DP PROJECTS SUCCESSFULLY COMPLETED INCLUDE INSTALLING CONCEALED CAMERAS TO DETECT CRIME (WHICH RAISED CLEARANCE RATES) AND IMPROVING IDENTIFICATION OF CRIMINALS BY USING SPECIAL COMPOSITE PORTRAIT PRODUCING KITS. APPENDIXES PRESENT A MANPOWER UTILIZATION FORECAST, CALL PRIORITY PROCEDURES, A DP DAILY ASSIGNMENT SHEET, AND A PATROL TIME SUMMARY. TABULAR DATA ARE INCLUDED.
