This is the executive summary of a report by the U.S. Justice Department's Office of Justice Programs' Diagnostic Center regarding the training and technical assistance (TTA) it provided to the East Haven Police Department (Connecticut) based on its request for assistance in analyzing and improving police-community relations.
Abstract
The Diagnostic Center identified and analyzed the factors that were underlying the erosion of community trust in the police, and it recommended evidence-based or practice-based solutions and promising practices for addressing this mistrust. The Diagnostic Center provided TTA needed for an implementation strategy. Working in cooperation with community leaders and police leaders, evidence-based strategies were designed, implemented, and evaluated. The Diagnostic Center provided additional assistance in implementing problem-oriented policing (POP) strategies, which involved leveraging data to inform the deployment of resources to address community-oriented policing goals. Another priority area in the reform efforts was the effective implementation of body-worn cameras by police officers. Extensive figures and tables
