THE ROLE, FUNCTION, AND ORGANIZATION OF THE NATIONAL TRAINING SYSTEM (NTS), A NATIONAL INSTITUTE ON DRUG ABUSE (NIDA) PROGRAM FOR EDUCATING DRUG TREATMENT PRACTIONERS, ARE EXAMINED.
Abstract
IN RESPONSE TO THE NEED FOR EFFECTIVE TRAINING PROGRAMS IN THE SPECIALTY OF DRUG ABUSE TREATMENT, NIDA ESTABLISHED NTS IN 1973. BY 1976, THERE WERE APPROXIMATELY 60,000 DRUG ABUSE TREATMENT WORKERS THROUGHOUT THE COUNTRY, MANY NONDEGREED PROFESSIONALS AND VOLUNTEERS; AN ONGOING SYSTEMATIC TRAINING PROGRAM BECAME A NECESSITY. NTS'S COMPONENTS INCLUDE THE NATIONAL DRUG ABUSE CENTER FOR TRAINING AND RESOURCE DEVELOPMENT, FIVE REGIONAL SUPPORT CENTERS, THE CAREER DEVELOPMENT CENTER, THE MEDICAL CAREER TEACHERS PROGRAM, THE STATE TRAINING SUPPORT PROGRAM, AND NUMEROUS OPERATIONS FUNDED THROUGH TRAINING GRANTS AND RESEARCH FELLOWSHIPS. THE THREE BASIC FUNCTIONS OF THE NTS PROGRAM ARE TRAINING NEEDS IDENTIFICATION, RESOURCE IDENTIFICATION, AND RESOURCE EXCHANGE. INITIALLY A LABORATORY TYPE TRAINING FACILITY LOCATED IN WASHINGTON, D.C., NTS HAS EXPANDED TO TWO SEPARATE, INTERDEPENDENT SYSTEMS. THE TRAINING DELIVERY SYSTEM OFFERS TRAINING TO THOSE WHO NEED IT MOST, CONDUCTED AS CLOSE TO THE WORK ENVIRONMENT AS POSSIBLE. UNIFORM STANDARDS ENSURE QUALITY TRAINING, REGARDLESS OF LOCATION. THE SECOND SYSTEM CENTERS ON THE PREPARATION, DEVELOPMENT, PRODUCTION, AND DISTRIBUTION OF TRAINING MATERIALS REFLECTING THE STANDARDS OF BEST ACCEPTED PRACTICE, RATHER THAN STEREOTYPES, MYTHS, AND MINORITY OPINIONS. THEY ADDRESS A BROAD-BASED NATIONAL AUDIENCE, WHILE ATTEMPTING TO ACCOUNT FOR REGIONAL, LOCAL, AND CULTURAL DIFFERENCES, AS WELL AS DIFFERING LEVELS OF SKILL, PREVIOUS TRAINING, AND EDUCATIONAL LEVELS OF THE TRAINEES. CONTENT AND SCOPE OF THE COURSES INCLUDE THE CATEGORIES OF SKILL DEVELOPMENT AND PROCESS TRAINING, MANAGEMENT SKILLS, TECHNICAL DEVELOPMENTS, AND IMPLEMENTATION OF APPLICABLE FEDERAL REGULATIONS. SPECIALIZED TRAINING NEEDS ARE ADDRESSED BY THE CAREER DEVELOPMENT CENTER AND PHYSICIAN EDUCATION PROGRAM. A SELECTED BIBLIOGRAPHY IS INCLUDED. (LWM)
