A STATISTICAL OVERVIEW WITH NARRATIVE DOCUMENTS DEVELOPMENTS IN THE DANISH CORRECTIONAL SYSTEM FOR THE YEAR 1977 AND FOR THE 1970'S UP UNTIL 1977.
Abstract
AN OPENING SECTION PRESENTS A BROAD PICTURE OF CORRECTIONS POLICIES AND SENTENCING DEVELOPMENTS FOR 1977 AND THROUGHOUT THE 1970'S AND THE 1960'S. THEN DATA ON THE SYSTEM'S BUDGET FOR 1977, ON PERSONNEL (NUMBERS BY INSTITUTION AND BY TYPE OF PERSONNEL), AND ON FACILITIES ARE PROVIDED. SPECIFIC TYPES OF FACILITIES ARE LISTED WITH REFERENCE TO THEIR CAPACITIES, CONDITION, AND FUTURE PLANS. STATISTICS ARE GIVEN ON INMATES BY TYPE OF INSTITUTION (JAILS, NATIONAL PRISONS, LOCAL INSTITUTIONS, CLOSED AND OPEN INSTITUTIONS), AND BY TYPE OF SENTENCE IMPOSED. DATA ON INMATE INSTRUCTION AND EMPLOYMENT ARE OFFERED, AND A CONCLUDING SECTION PRESENTS PROBATION AND PAROLE STATISTICS. OVERALL, THE REPORT INDICATES A GROWING TENDENCY (BACKED BY A WRITTEN POLICY OF THE MINISTRY OF JUSTICE) TO TURN AWAY FROM IMPRISONMENT AS A PUNISHMENT AND EXPAND COMMUNITY-BASED CORRECTIONS. GROWING USE OF FINES AS SENTENCES IS DOCUMENTED, AND A DRAMATIC DECREASE IN PRISON POPULATIONS IS NOTED ESPECIALLY OCCURRING FROM 1976 TO 1977. THE ADMINISTRATION IS MOVING TOWARDS A MORE DEMOCRATIZED FORM OF MANAGEMENT WITHIN CORRECTIONS, MARKED BY EXTENSIVE RELIANCE ON PARTICIPATORY DECISIONMAKING AND DISSOLUTION OF THE OLD HIERARCHICAL FORMS OF ORGANIZATION. NUMBERS OF UNIONS ESTABLISHED AMONG CORRECTIONAL WORKERS HAVE GROWN.
