This futures study examines the question of how motorcycles will be used in mid-sized California police agencies by the year 2000.
Abstract
The five key trends identified for use in the analysis included traffic congestion affecting the response of emergency vehicles, population growth, demand for safe transportation, police departments' inability to recruit qualified candidates, and the cost of law enforcement. In addition, five probable events were incorporated into the study. These included economic recession, shortage of police, increased crime rates, improvement in the economic health of the government, and passage of legislation allowing civilians to handle all traffic related enforcement problems. The normative scenario developed as a result of the analysis was comprised of three primary policy recommendations: police- community partnership, a policy of general service to the community, and a policy of internal unity within the department. This study also provides strategic and transitional management plans to implement this scenario. 15 figures, 9 notes, and 2 appendixes
