Annotation

This monograph examines the problem of homelessness and what impact its progression might have on California law enforcement by the year 2001.

Abstract

Following an analysis of the problem, results are presented from a nominal-group-panel process that identified seven trends and five possible future events. The study determined that, absent strategic action, the size of California's homeless population will grow markedly by the year 2001. The study developed a Homeless Crime Prevention Plan that is designed to be a pliable model for use by California law enforcement as one means of addressing the problem of homelessness. The City of Mountain View Police Department is used as the site for the case study. Planning for the implementation of the crime prevention strategy includes identification of the critical mass, selection of a two-tiered transition management structure, and the use of technologies deemed best for the generation of support for the plan and the facilitation of movement through a structured 31-month implementation cycle and beyond.
